Could it possibly be a carrier issue? Are the people you're attempting to send to on the same service provider, or does it seem to be random? Also, I know it sounds simple, but you're sure the people who aren't getting the messages are capable of receiving picture mail, right? Again, I know these are simple questions, but it's best to rule out the most obvious things first.
