I don't know why you tried to relock, it isn't needed unless you're taking your phone in for service. But by the version bootloader you read, you're not unlocked.
The Sprint offical ROM has a GPS radio. So you can flash to that then just flash to a custom ROM or use the
Kitchen to build your own ROM. I think the kitchen is the best route. I tried DCD's ROM but I can't handle a ROM that wasen't built by me... I would use build 20748 in the kithcen, it has the better version of PIE and is more stable...
