No, 64MB are dedicated to various hardware functions including, among other things, the second processor core running the radio, SPL, etc. It is not dedicated exclusively to the GPU (although a small portion of it may be, I don't know).

All the recent dual-core, Qualcomm-based HTC's have this shared memory, but until the Diamond they (HTC) were not including it in their total RAM figures. In practice, the GSM Diamond and the Verizon Pro have the same amount of memory as the Vogue. They all have 128MB of accessible RAM and another 32-64MB of shared memory reserved for the radio and other behind-the-scenes operations. It was purely a marketing decision to say that the VZW Pro and the GSM Diamond have 192MB of memory instead of 128. If the Vogue had been marketed similarly, total RAM would have been listed as 160MB (128+32).
