Just saw the first post, and looks like the issue is opening the ICA Client settings UI in Opera. I have seen this issue, and do fall back to PIE. But if you use Citrix Web Interface, the Opera browser should work fine, and you don't really need to access the ICA Client's local web settings if you use Web Interface for the most part. Just to change local settings.

Is this the issue?
