YEAH, It's working. So after some more investigating...The link from the Alltel website to upgrade is different than the HTC link for Alltel. The link on the HTC website is the newest one. So...I flashed the new ROM from the HTC website and GPS is working. I have already applied the agps fix and it is getting a lock almost immediately.
