If the .msi won't install, you have a system problem. Are you by chance on a x64 system? Do you have the latest version of Microsoft Installer?

Even though it says msi in the URL, I get BuildOS.exe as the actual file downloaded, and running that doesn't work.
edit: Changing the file extension to msi after download resolves the issue, but I bet I'm not the only one who has this problem.
