First, I am assuming (quite possibly incorrectly) that if an NVFS file exists with the same name as a ROM file that the OS will use the NVFS version instead of the ROM version (PalmOS works this way, and reading a post on XDA Developer forum for work by Skywing I got the idea that WinMo6.1 may also work this way). And I am also assuming that the GPS hardware isn't mangled for Verizon, it's the driver.
If both of these are true, then it should be possible to use the GPS drivers from an unlocked ROM (either the pre-release leaked Verizon ROM or another carrier's ROM who doesn't lock GPS). I'll give this a shot if someone can ZIP up the drivers and post them for me. Here's what I need:
ROM Windows Directory
gpsapi.dll
gpsdriver.dll
gpsid.dll
gpsid_HTC.dll
OEMGPSONE.dll
VIRSER_GPS.dll
I suspect only one, maybe two of these are different between the release ROM I have and a pre-release or unlocked ROM.
If this works, then someone inclined to build a custom ROM with Verizon customizations could include the unlocked drivers instead of locked. Me personally, I'm fine with the memory, performance, look and feel of what I get from Verizon (of course hacking tethering is a must but that's a separate discussion).
Great community here.

The radio is going to be locked. Thats almost a gaurantee. You are correct about the drivers except one. VZW puts in OEMGPSONE.dll as part of the encryption. You wont find that anywhere else.
I know becuase I just disassemebled and resassemebled a Vogue MR1 leaked ROM just like you said and it worked just like you thoerized. But thats because I didnt have the Radio locked. Here is the link:

So you are basically correct. I hope I am wrong about the radio being locked but I doubt it. I think someone will engineer an adapter based off what skywing.
Well see. I know I am patiently waiting for the day we have an unlocked phone with or with out GPS.
