Ok, found why it stopped working for me:

On my Sprint Touch Pro, in the windows directory, there was a
AudioPara3_Raphael#c.csv file that was a duplicate of the original AudioPara3.csv file that kept getting copied over every time I'd reset the phone so the changes never worked.

To work around, I installed the cab, and copied the .csv from the windows directory to storage card before reseting the phone. I then duplicated the file on the card, renamed it to AudioPara3_Raphael#c.csv, and copied it back to windows so that both the audiopara3 files in windows were versions of the same new file.

Reset the phone, and all is well!
