GM recalled the paint jobs on their trucks in the early 90's due to chipping. You just had to bring it in and if your truck was manufactured in that specific time frame they would repaint the truck. So maybe in addittion to the normal damage that comes from dropping the phone the chrome is chipping and wearing away more than it should. So maybe sprint/htc is actually being proactive (yeah right)
