Thanks for the straight answer, signde. I understood 'what' the issue was, but my question is 'why'? Maybe no one has the answer, I don't know.

... but none really touches on why this decision was made for the phones. It doesn't seem to make sense, to have the hardware for FM radio, but to lock out the capability to regular users.
To reiterate: My question is not "Why doesn't it work?", my question is "Why was the decision made to make it not work, when all the functionality was already there?"
