AFAIK it's not a global issue (for example, I don't see sync problems on my Q9c), which is why I'd really appreciate if you could
contact support. My hope is that they'll be able to find common denominator if even a handful of people report this.
Kinoma Play and FreePlay work a bit differently with Orb than other apps, in that they're constantly "handshaking" with a goal of providing the best-possible experience for the existing network conditions. Because of that, the Orb settings on the PC won't have an effect.
