this may be a dumb question, but why is the first wimax phone out in Russia?

i thought that wimax was being made here by sprint and all their other partners. it seems to me that making a wimax phone in Russia is like making a 4/5/6g or whatever g they are on phone here for sprint using European internet technology. it just doesn't make sence to me. am i retarded or is there a good reason for this?
