This isn't really a bug it's a "function". It's how it's always been with ppc's. If you want to fully exit out of the program you got to goto the memory and close it manually. There is a program you can use though will allow you to close a program via the X button.

Check that program out, thats what most of us have installed to help deal with this "feature". Hope this helps you out.
