Edit:
After disabling BOTH ("Letter Recognizer" & "Block Recognizer") via the registry and rebooting, the "keyboard" seems to be coming up by default now, but there is still an issue here. When I have enough free time (possibly this weekend) I will attempt a clean flash with default kitchen selections to see if it is indeed being caused by one of my many OEMs.

The damned things STILL come up randomly.....what the hell? WTF is overriding the registry key disabling them and also overriding my choice under the "input" option?
