not sure but my Pro had the same issue on stock rom (sprint). At first it was vibrating like it had a dead battery, kind of like a tape player might drag when the batteries are low. I actually banged it a few times and it stopped all together. So i kept turning it off and on(vibrate) and soft resetting, i also tinkered with the settings (vibrate on call connect/incoming text etc).
It then began working again out of no where. So my advice is continue to mess with the settings tap it a few times and it should eventually come around.
Note: I never did a hard reset. Sorry this isnt more helpful but its the truth.
