What OS are you using? You'll want Microsoft Mobile Device Center. BUT, either way when you plug your phone in the system will want to sync it AND you'll see it show up in your computer folder at a device. Which at that point you can drag and drop files on the phone. I'm really not 100% sure of what your wanting so this is the closest answer I can give you
