I don't have this issue, but I don't use the stock Contacts app (I use iContacts:
http://forum.xda-developers.com/showthread.php?t=402724 ), though even when the stock app appears when I click "All People" in the TF3D People tab, hitting r does nothing other than start filtering contacts. I have a 10/18 build w/ stock ROM. I also installed PocketInformant, though it isn't my default Contacts app.
