Did you:
1) Go into your Mobile Device Center / Mobile Device Settings / Connection Settings and uncheck "allow USB connections"
2) Restart Vista
3) Run your flash program when it is ready to connect to the phone,
4) Put phone in bootloader mode and then connect to Vista via USB
This should work like a charm as long as you are not trying to flash Alltel's OEM ...
Also in the BuildOS make sure you have selected the proper REV# at the top of the screen... also make sure you are not trying to flash too much to the device (I flash with the minimum and then just add all the programs I want after).
This should work, it worked for me after spending about 4 hours with a phone locked in bootloader and no internet connection... LOL!
