I guess I'm missing the point of needing to hard reset when you flash a new ROM. Sorry, for the dumb question, still learning and couldn't find a direct answer elsewhere in the thread.
Yes and no. Yes it is technically a hard reset when you flash a new rom but no it's not restoring to previous. It's just a good practice to hard reset after a flash to make sure nothing is left over from the previous rom version/stock rom and it doesn't act buggy because of something that is left over from a previous flash/stock rom.
