That's because that's for programs that are installed FROM your PC with PC .exe files.
This app is a .cab file, meaning it will only install FROM your device itself.
Download the file to your PC, extract the .zip file, then connect your device to your PC, click on Explore on Activesync, copy the .cab file, paste it on your storage card or My Documents on your device, and finally run it FROM the device using the File Explorer.
