Most of the emulators are pretty craptastically coded for WinMo. There was an old one long ago that wasn't too bad that I had on my PPC-6700, but when I searched none of the results jumped out at me.
The trick would be finding a new one that supports VGA also and is very lean. The original one I had was for 2002.
