Only two placed I know of are
www.comvu.com and
www.quik.com (have not used that one really).
But it's not a webcam type that will let you use it for video chat. It's live streaming to the net from your PPC.
....and while typing this, I remembered there was a site out there that was saying it was video chatting from a PPC, but I can't remember the site or the exact details.......
