Your are correct with regard to the data connection, BUT if your signal is below some threshold (I have not found any way to read/log the EVDO signal via software but my data card at the same location is showing -85 dB) the radio power draw increase. Not sure why unless it needs to do so to maintain contact with the tower?? (Just speculation on my part here).
