The Samsung MDF (market development fund) is over $100 million this year alone. The Rant and the Instinct are considered consumer devices which will get reactionary purchases based upon advertising. The Diamond and Pro are considered Pro-sumer devices that have followings in IT and occult groups that create their own buzz for products.
Any device that has a pre-order thread on ten or more different web sites, probably doesn't need a whole lot of advertising. We line up at the FCC website just waiting for an approval so we can start figuring out how to get a qualified upgrade or discount out of executive care. Why advertisie?
