Also it isn't related to ssmapa as I did a restore and it still does the same thing.

yeah i had the same problem but i kept testing all night i have noticed after a fresh hard reset the sms menu works but after i install my cab files and restores my contacts and messages it doesnt work ,so after further testing i found out it is the " command manager tab CAB" from this thread that is causing the problem

so i did the manual edition of the manila file and it worked ,now everything works
also the cab would mess the font up in the manilla certain menus like the settings in the weather tab
i have a edited the manila file and i am attaching it .just drop it in the windows folder if you are looking for adding the command manager tab
i have also attached the font color change files that i have got over from the xda thread so you can change the color to gray or white ,i have tested the gray and everything works flawlessly now
edit: whatever you do don't install the CAB file
