I have been using Navizon for quite a while now. When I first got it I attempted to use it without a GPS. I had much the same issues you are describing. I finally broke down and bought a BT GPS and mapped out most of my city. I notice it is now much more accurate when not using the GPS. I think it will just take time to get more locales mapped out accurately enough to use wi-fi and cell tower positioning.
