Because some of us have to use the stock ROM (for various reasons), some of us just prefer the (relative) dependability of a stock ROM but still want to be able to customize the experience, and well the most obvious reason-- some people just aren't ready to embrace all the time and geekiness of cooking.
I fit the first category-- I have to support people who aren't technical and have the stock ROM, so I keep the stock ROM and tweak the hell out of it until I'm certain I can give the best experiences possible... regardless of what those experiences need to be.
