It appears to be mis-information that access overload 0 or 1 is reserved for emergency, etc. In reality, 0 or 1 is like any other digits 0 through 9. In the old days, the ACCOLC value is essentially the last digit of the phone number.
There are those who say that access overload is no longer used under CDMA/1x. There are also those who say that a class of 10 or above are reserved for techs, emergency, and government. All I know is that I can't set my ACCOLC value to anything other than 0-9. This leads me to believe that if ACCOLC is actually used, it requires special provision to allow the phone to be configured to anything above 9.
I read through CDMA white papers, and it appears that ACCOLC is a POSSIBLE feature, but would only be valid if the carrier supports it.
