Here is an installer I made that bundles two utilities I've found today that allow you to toggle the Bluetooth and Wifi radios.

When you install it, it creates two shortcuts in your Start > Programs folder called BTOnOff and WifiOnOff. Tap once to enable the specified radio, tap again to disable.

I assigned them to my Manila "Programs" page for quicker access.
