I've been using a program call Goldwave
http://www.goldwave.com/ since the PPC 6600. You can copy any section of any song, make the volume louder, play the song in reverse or whatever you desire and save it as a ringtone or an alert. I usually save mine as a wma file because wav files tend to be to large. The program isn't free though
