Good question... anyone have an answer to how to make an OEM load last?

New comm manager is fixed for me in R1, so is the issue with the IE home page (though that may have actually been from me poking at the theme packages).
Now that the OEM order is represented in BuildOS, having a better understanding of how things are ordered would be nice. Can you provide any more detail on how to make an OEM "load last"? I believe one needs to prefix the OEM folder with "z"'s, is the order purely the alphabetical folder order?
