No way. They wouldn't sell.
My Touch never did this. My brother's and close friend's 6700 never did this. My company has a fleet of Treo 700wx that don't do this either.
Sounds like the radio is heating up, and causing the heat to "trigger" the battery heat protection.
I don't see how the current being drawn is enough to heat the battery which is why I think it's residual heat instead.
