It's a feature of Lithium Ion batteries. They're very sensitive -- remember the exploding laptop batteries? Those were LiIon batteries. They can explode under certain conditions. I am pretty certain that it's probably safe to charge them while the phone is hot, but I am guessing that HTC set the values to be VERY conservative because of all the accidents people have had using LiIon batteries.
What shocks me is that you can't run the phone solely off external power. You should be able to just remove your battery and run the phone off external power. Can anyone confirm that this isn't possible?
