Though I have not attempted to OEM either of those programs, I'm guessing that they will be more complicated than most. When you open the cab, do you see a selection on the left called Setup.dll? If so, simply following the traditional way of making an OEM may not be enough. The Setup.dll usually performs actions on the files and/or registry. If you don't see a Setup.dll, then building the OEM will be a lot easier. Just follow the usual steps.
If there is a Setup.dll, try this: get a reg dump before installing PocketBreeze. Then, install PB from cab. After installation, get another reg dump. Use a program like WinDiff to compare the two reg dumps. You can get all of the needed reg entries from there. You'll also need to check files included in the cab with what was installed. Sometimes the Setup.dll will rename files on you.
Once you get all that, try making your OEM. If it's not set up correctly, the ROM usually will not build.
