Impossible to tether your phone directly to the 360. The 360 has no drivers for it and no functionality for tethering with a USB device. It supports a connection via its Ethernet jack of WiFi. That's it. You could connect your 360 to a computer via Ethernet, and then tether your phone and use ICS to share the connection, but that's the most you can expect.
