Wi-Fi Uses

I apologize in advance for what I think is going to be a noob question.

I've always gotten pretty crappy service inside my office, it fades in and out and switches into and out of roaming a lot.

I was under the impression (since a co-worker did this with his T-Mobile Blackberry) that by enabling Wi-Fi I'd be able to make/receive calls/etc over that connection. Enabling Wi-Fi, I still seem to get finicky service and the phone indicators still show that I am often moving in and out of roaming.

Is this normal? What services operate over Wi-Fi?
