Nope. From what I understood, Critical and his co-workers had updated the ACTUAL ROM, and then re-flashed all the phones.
The fact that they had been re-flashed is the main reason I would say to hard-reset, at least once, but a few times just to make sure. People in the custom ROM arena will tell you that it's pretty normal/expected to hard-reset a few times after loading a new ROM.
Sometimes things in the ROM will be fixed, and no one really knows why. Things like dialer issues, roaming, data, keyboard, LED notifications, sounds, heat, battery life, bluetooth, reliability/crashing... ETC ETC... these things CAN be fixed, a lot of the time, by hard-resetting after loading a new ROM.
So, perhaps some people got lucky, and their ROM copied/installed fine, but I still strongly suggest hard-resetting, especially if you JUST got it and have not done much customization.
