I can't say with 100% confidence that my was working before flashing the ROM. I'd sent my phone in for repair (broken screen) and they returned a new one. I "thought" it was working...but that could have just been my previous phone.
I guess I'm going to send it back again to get the H/W checked. That's a pain because I bought it from Radio Shack and it took over 2 weeks to get it back.
