To change the task manager, delete ..\OEM\Comm Manager (6-button) (Diamond) and drop in the task manager you want into ..\OEM.

As far as the start menu background, assuming you have quickmenu still in there, Start -> QuickMenu -> Option... then select the "view" tab, and all the options are all right there...
