Is it a safety feature? Seems to be too conservative to me. The Touch Pro doesn't get any warmer than my Touch did. Perhaps someone can find a way to hack it to override the temperature cut off. or at least change the temperature value so it doesn't keep cutting off charging. Hopefully it's not a built in hardware feature.
Edit: I'm charging it now via USB and using EVDO connection. When it's fully operating it draws more power than is charging. I notice that the charging goes down from around 537mA down to around 400mA. When fully connected to data, it uses over 430mA. But when the connection idles it drops to 252mA discharge and raises to 543mA Charge. So it would seem that with basic internet surfing, I would still get a charge over time.

There's no better way to permanently damage your battery than to charge it while it is super hot. Extremely excessive heat could also cause the battery to explode. I highly doubt they would leave this as a registry entry, and if it was, it would be dangerous to change.
