If you have nothing except the bottom icons, you may have to re-install to get the settings option back. In my case, I have a line that displays the CPU and Ma discharge, so I can hold down on that to bring up the options. I also have Homescreen display the battery % and CPU usage under the battery icon on the Status Bar. You can also hold down on that to bring up the options.
There does not appear to be any way to get to the Homescreen options from Settings or Programs.
