Few items...
1) Before installing ROM I used imcokeman 2.31 unlocker successfully.
2)I saw a tutorial on upgrading ROMs that said that you are bricked if your phone doesn't get past HTC start up screen but mine does so I'm thinking I'm not bricked. It shows the HTC logo and Bell logo screens along w/ the screen that shows your radio.
3)I didn't let the Bell customizations run. When it came up I performed a soft reset immediately.

One last thing that I just remembered was that when I was done installing the Bell ROM Windows Vista popped up a window that said that the software MIGHT not have installed correctly and then gave me a option to reinstall.

sorry to hear bout ur problem. Seems to me as if the rom is installing correctly. If you've had problems with the touch screen prior to the rom upgrade, it could be a hardware issue with the vx6900 itself. I would suggest maybe arranging for a swap through warranty.
However, im not sure if ur with sprint or bell. If ur with bell, you should have no problems having them switch out the phone for another one (of course, its fu**in refurbished though).
IF you are with bell, just call their technical solutions line, or when u dial *611 say technical solutions. It should take you to the right department, then u can tell the person there that u called earlier and they said they would setup a swap on the device , since they dont repair smartphones, they will send u a refurb in the mail. hope this helps
