I'm trying to understand what you're trying to do, and I can't.
You can edit those kind of files in any text editor... But there aren't many web servers available for Windows Mobile devices that I'm aware of. And the thought of editing HTML documents on a mobile device screen/keyboard makes me shiver, and not in a good way.
Personally, I'd do the work on a PC, where it's easy to install IIS or something, and you can use one of the many tools available for editing/viewing the pages. If you want to view those files on a Windows Mobile device, you should be able to hit that same web server with your mobile device browser to see what it looks like on there.
