The short answer is
maybe. Best to find out from the carrier what their version offers. When I was looking at getting a Touch, I came across a bunch of variants (supposedly even a
CDMA Touch w/WiFi)
The conclusion we arrived at is that some of the larger carriers might special order features to be made for their phones (which accounts for naming schemes like Sprint Touch, XV6900, PPC6900, etc).
The Touch versions with WiFi (typically) are lacking in comparison to those w/o WiFi.... namely the WiFi version (usually) has a slower processor, less RAM (and ROM) and no GPS.

The applications themselves may work, but I strongly doubt that a Vogue ROM would work on an Elf. -- You would also be swimming w/o a safety net as there is no forum here for the HTC Elf (which is the name for the GSM Touch).
