The advantages to WM devices are the ability to run multiple apps simultaneously, the availability of 3rd party apps, and the ability to create your own ROMs. I guess the question is what she intends to do w/ the phone (other than talk/text, I mean). If she's a power user, then definitely go WinMo. If she's just looking for communication need, then a non WinMo would work.
