I'm not sure if this is the fix for you however it's worked for me with my Vogue more then once...The following background is cut from XDA.... For me, a simpler process then described is that I used Total Commander and copied CLSID to the clipboard (right click on CLSID and it's an option) and then simply pasted back and overwrote the original CLSID area. Let me know if you have any q's. Seem's odd but it really works.

I did the copy method of CLSID to my storage card and then cc'd it back. Took all of 20 seconds.
For those not in the know, make sure you have a backup if you try this.

Soft Input Panel (SIP) Delay
Problem:
When changing input method, clicking the arrow takes many seconds. Usually, after installing Voice Command, the delay can be 10+ seconds
Solution:
re-write the CLSID key in the registry (I used Resco Registry Editor.)
- Find HKey_Classes_Root/CLSID and Export the whole key
- Save it as CLSID.reg in My Documents or Storage Card
- Select CLSID, delete all.
- Select Menu -> Import
- Find the CLSID.reg file and -> Open
- Close the Registry Editor, Done!
- Variation: Rename the CLSID to CLSID2 and Import then delete CLSID2
- Wait at least 10 secs, do a soft reset ( I think that is optional ).
4/Jan/2008: the above procedure works on HTC
TyTN II (aka Kaiser) running WM6 Some findings:
- there's no need to soft reset after the final step - the effect is immediate! I'm extremely grateful.
- this procedure could be summarized as Rebuilding CLSID
- the alternative approach of renaming CLSID to CLSID2 is highly inadvisable - it costed me a hard reset! Moreover, the "main" approach was far quicker
- this procedure improves system speed in general, since CLSID is used by quite a few system functions, to give a conservative estimate
