No real justification from Verisign about this...other than they can so they will. Ya it comes with the sprint rom but it's being reveres engineered and the cab pulled out to be used as a stand alone so, it's no longer locked to a specific phone.
BTW, if I am using the wrong name "Verisign" my apologies as I know the name is this or similar.
