You're confusing modern Windows Mobile devices with much older ones. The early ones had only RAM for both storage and system memory, and you could use a little slider to adjust how much was used for each. Eventually they finally switched to ROM for the storage so the data wouldn't be completely lost every time you lost power to the unit. This means they're completely separate. ROM is drastically slower than RAM and has a limited number of writes before it dies (luckily it's well into the thousands, so you'll never run into it through normal use). So there's no way to turn the ROM into RAM.

As for your problems with memory, join the Titan-owners club. That's called every day.
