If the problem persists you can one of two things:

First, see if your cellular carrier can change your number. This is a pain if you use your phone for business and not advisable.

The second option would be to make a police report for harassing phone calls. If you do this you need to start documenting the exact time and date of the calls, which shouldn't be difficult given that they are logged in your phone. The police can get a search warrant for your cellular account which will list every number that has called you. The number certainly isn't blocked from your provider....only from you. Once the calling number is discovered the police will follow it up by finding which provider the target number belongs to, serving a search warrant on that provider and finally getting the subscriber records for the account holder. It's just a matter of talking to people after that. Be advised that if you persue it to that level that you will be committed to prosecution.
