raptoreb: Sounds like you did not get a good hard reset in. The image that is displayed on the rom loading app is incorrect. Make sure to use the two soft buttons on the fron of the unit (either sid of the windows and ok buttons) at the same time as a soft reset. It should prompt you y/n to hard reset. Also make sure not to restore any data with a backup app or copying old data files back in. Restoring from activesyns and adding back in 3rd part apps (games and etc) should not be an issue.
I would recomend a hard reset, verify that it clears. Then get it in bootlaoder mode again and reload the rom. Then again after the rom is loaded be sure to hard reset once more (making sure they you see the y/n prompt). I also recomend not loading the extended rom (dialog that pops up after going through the welcome config- a soft reset gets you past it) and loading the components that you need manualy later as some pieces of the extended will cause issuse in the os. These bits are carrier dependant and are noted in this thread. Hope this helps and good luck.
